What is the story behind the extended length trucks?

Very interesting truck
It’s a fleet vehicle

am general has built those type of vehicles throughout many years, but never extended length,
In mid 90s they used to build all types of fleet vehicles including coal mining hummers,

You see it has no rocker panel protection,
Inside the doors is still green ,
It has pre 2001 grill,
this is classic case of building bare bone fleet vehicles.
